Why California is different
The training is the easy part.
California is the one state on this list where the training is the easy part. State law sets a training floor — a minimum of 16 hours of instruction for an initial license under SB 2 — but the issuing authority decides how your application actually moves: appointment availability, interview requirements, character references, and which courses it will accept.
That county-by-county variation is exactly why people get stuck. Applicants routinely pay for training before confirming that their intended issuing authority will accept it, then discover they have bought the wrong thing. The order of operations matters more here than anywhere else.
Since 2025, applicants who live outside California have been able to apply as nonresidents following federal litigation. That opened a genuine option for people with property, family or recurring business in the state — but it comes with prerequisites California residents do not have.

How it works
Start with your issuing agency.
There is no single California sequence. Your issuing agency decides what happens in what order — and many require you to apply, interview and be approved before you train at all.
This is the part most guides get wrong. They present a tidy numbered list that ends with “submit your application,” which is backwards for a lot of California counties. Fresno, for example, expects the application, the interview and approval before you complete training.
Treat the three groups below as pieces that must all be completed — not as a fixed order. Your agency tells you the order.

Timing and order vary by county, and this is the group that dictates everything else. Some agencies require several of these before you are authorized to begin training.

Where is a California CCW recognized?
California recognition is limited and needs verifying state by state, so we have not published a map for it yet. A California CCW is generally pursued for carrying in California — not as a travel credential.
