Is Michigan Getting Constitutional Carry? Where HB 5653 Actually Stands

The bills exist. They haven't moved. Until they do, carrying a concealed pistol without a CPL in Michigan is still a felony.

Is Michigan a constitutional carry state?

No. As of November 2026, Michigan still requires a concealed pistol license (CPL) to carry a concealed pistol, or to carry a pistol in a vehicle. A package of bills to change that (House Bills 5653 through 5657) was introduced on March 3, 2026 and referred to the House Judiciary Committee, and the official record shows no action since.

If you have seen headlines saying Michigan is going permitless, here is where things actually stand, read from the bills themselves rather than from the headlines.

What the bills would do

The center of the package is HB 5653. Its enacting section would repeal MCL 750.227, the law that makes it a crime to carry a pistol concealed, or in a vehicle, without a license. It would also repeal several related sections, including the rule on carrying a loaded long gun in a vehicle (750.227c), the rule on how long guns must be transported (750.227d), and the separate list of premises where people without a CPL may not possess a firearm (750.234d).

Two of the companion bills, HB 5654 and HB 5656, say they only take effect if HB 5653 becomes law. So nothing in the package changes anything on its own.

What they would not do

HB 5654 amends Michigan's CPL law; it does not abolish the license. A CPL would still be something you can apply for. That matters because permitless carry, wherever it exists, stops at the state line. When you travel, other states look at whether they recognize your license. With no license, there is nothing for them to recognize.

Today's law is still today's law

Until a bill is passed by both chambers and signed, MCL 750.227 is in force. Carrying a concealed pistol without a license is a felony punishable by up to 5 years in prison or a $2,500 fine. A pending bill is not a defense.

Will it pass?

Nobody can tell you that, and we won't guess. What we can tell you is what the record shows: introduced March 3, 2026, referred to committee the same day, no hearing or vote recorded since. We will update this page if the bill moves.

After the decision

If you carry away from home, who do you call afterward?

Training and permits prepare you for the decision itself. They don't cover what follows a defensive incident, which could happen in a state far from home: investigation, charging decisions, and the civil claim that can arrive much later.

Legal-defense memberships exist for that part. Whether one is worth it to you is a real question, and it's worth understanding before you decide either way.
